visitor information

the tulsa county sheriff’s office (tcso) will provide reasonable access to inmates housed at the david l. moss criminal justice center (dlmcjc) for family visits. only immediate family members will be approved for a site visit and all visitors will be required to provide documentation supporting their relationship. documents that will be accepted as proof are birth certificates, marriage licenses, guardianship paperwork, or other legal documents.

Anyone wishing to visit an on-site inmate at dlmcjc must complete and submit a Visitor Request Form. The information received on the form will be used to conduct a background check. Forms are available to complete online, or the form can be downloaded to complete by hand. forms can also be picked up in the dlmcjc lobby.

In-person visiting hours are 8:00 a.m. to 5:00 p.m. m. to 3:30 p.m. m. on Fridays and Saturdays.

video visits

Video tours at dlmcjc can also be arranged through the tech friends website. for off-site video views, there is a cost associated with this service. for video views on the site, there is no cost.

onsite video visit times (at dlmcjc): daily from 8:30 a.m. to 5:00 p.m. m. to 4:30 p.m. m.

On-site video tours will be completed on units in the dlmcjc lobby. these visits will be available to immediate family members only after completing a background check.
There is no cost associated with this service, but the visit counts as one visit per inmate’s week.

Off-site video visit times: daily from 8:30 a.m. to 5:00 p.m. m. to 10:00 p.m. m.

video visits from external sources can be scheduled through the tech friends website. there is a cost associated with this service.
these visits do not apply to the inmate’s ‘one per week’ limit and background checks will not be required.
these visits are not limited to immediate relatives.

visit details

Visiting will be granted based on time, space and availability.
Visiting duration is limited to 15 minutes.
Visitors must be present on site. no more than 30 minutes before your visit. visitors must sign in no later than 3:00 p.m. will be performed on each visitor.
one visit per inmate per week.
a visitor may visit more than one inmate on the same day, but a visitor request form must be completed for each inmate and visitor must notify that they are requesting a special visit for additional inmates.
Visitors must be at least 16 years of age and have a photo ID or a certified birth certificate or ID issued by the school. the prison administrator can approve the visit of children under 16 years of age. if under 18, the child must be accompanied by a parent or legal guardian. Both the child and the parent or legal guardian will need to complete a visitor request form.
The Tulsa County Sheriff’s Office reserves the right to cancel a visit at any time.
Visitors should contact the facility by phone or email for any additional information needed.

visiting rules

If you are late for a scheduled visit, that visit will be cancelled.

all visits will be non-contact in nature.
visitors must remain seated at all times during the visit.
any visitor who appears to be under the influence of No drugs or alcohol will be allowed to visit and may be subject to arrest.
All visitors are subject to search. any visitor who refuses to submit to a search will not be permitted to visit or remain in the visiting area.
Personal items may not be taken beyond the lobby area. this includes food/beverages and tobacco products. any visitor found with contraband in violation of the law is subject to arrest.
visitors must conduct themselves in an appropriate manner. profanity, loud or disrespectful comments, disruptive behavior, threats of any kind, etc. will result in the termination of the visit.

dress code

Failure to comply with visitor dress requirements will result in denial of visiting privileges, until met, as determined by the Front Desk Officer.

The following garments and clothing are not allowed:

gloves, coats, jackets, hoodies, hats, caps, or other head coverings (except religious) are not to be worn beyond the lobby area and may be stored in secure lockers.
Clothing that unduly exposes the midriff, back, shoulders, chest, midriff, or underarms.
Dresses, skirts, or shorts that are more than three inches above the of the knee when sitting. Visitors are strongly advised not to wear skirts, dresses, shorts, or any version thereof. wraparound skirts, dresses/skirts with a split seam above mid-thigh.
Clothing associated with street gangs, or having obscene or distracting messages, shapes, or designs.
clothing that exposes the midriff, extremely tight, off the shoulder, or exposes any part of the breast.
cut or low-cut designs on clothing.
blouses/tops that are : tank tops, halter tops, crop tops, tank tops, spaghetti tops, tank tops/sheer or mesh tops/shirts.
leggings/biker pants/body suits.
spandex clothing, including bathing suits.
tight athletic clothing.
clothing that contains profanity, offensive words and images.
clothing that looks like a law enforcement uniform.
red, orange, or black & white.
or any other garment that any officer deems inappropriate.

all visitors must wear gender-appropriate undergarments.

If special visits are approved, children 12 years and older must adhere to the adult dress code, unless restricted for disability or medical reasons.

rules of conduct/infractions/sanctions for visitors

Each inmate will be responsible for informing his visitor of “visitors; rule of conduct/violation/sanctions.”

Visitors are responsible for securing their personal items (keys, locked cars, etc.). absolutely no electronic communication devices or pagers are allowed.

visits are structured to allow for informal communication between the inmate and his visitor.

The visitation officer can deny people visitation if they disrupt the visitation process.

Smuggling in any form is prohibited. this includes but is not limited to: cell phones/accessories, electronic devices, alcohol, firearms, ammunition, drugs, drug or narcotic paraphernalia, paperwork; legal or otherwise, photography or any element that may endanger the security of the facilities. Any attempt to introduce such items by a visitor may result in the termination of visiting privileges and the possible filing of felony charges against the visitor. this also includes placing any items in or around the facility for an inmate to pick up later.

The visits will be carried out in a calm and orderly manner. inmates are responsible for the conduct of their visitors, including children. children must remain in the sight and under the control of the adult visitor at all times during the visit. if children become disruptive, the inmate will be warned. if the disruptive behavior continues, the visit will be terminated.

Visiting will be terminated for inappropriate conduct, including disruptive behavior, inappropriate exposure of body parts, or possession of contraband. the shift supervisor will be notified and appropriate incident reports will be written.

Visitors will park in designated parking areas. visitors are responsible for checking in at the visiting room/designated area.

The use and possession of tobacco or tobacco-like products is prohibited at the david l. moss criminal justice center.

Visiting hours are from 8:30 a.m. to 5:00 p.m. m. to 3:30 p.m. m. only on Sundays and Mondays. visits are limited to one 15-minute visit per week. all visits are scheduled and in the event there are no available visiting times, the visitor will be directed to the free video visitation system.

Video tours at dlmcjc will be available from 8:30 a.m. to 5:00 p.m. m. to 4:30 p.m. m. every day.

offsite video visits start at 8:30am. m. and end at 10:00 p.m. m. every day.

under oklahoma statutes, title 57, chapter 1, section 21:

any person who, without authorization, brings or has in his possession in any jail or state penitentiary institution or other place where inmates are kept, any weapon, knife, bomb or other dangerous instrument, any weapon controlled dangerous substance as defined in section 2-101 et seq. of title 63, oklahoma statutes, any intoxicating beverage or low point beer as defined in sections 163.1 and 163.2 of title 37, oklahoma statutes, money or financial documents for a person other than the inmate or spouse including but not limited to tax returns, shall be guilty of a felony and, upon conviction, shall be punished by confinement in the custody of the department of corrections for a term of not less than one (1) year nor more than five (5) ) years, or with a fine of not less than one hundred dollars ($100.00) nor more than one thousand dollars ($1,000.00), or with a fine and imprisonment. provided, however, that the provisions of this subsection shall not prohibit any employee of the department of corrections who holds a valid firearms license pursuant to the oklahoma self-defense law from keeping a firearm in a vehicle on any property reserved for the parking of any vehicle, whether occupied or unoccupied, in any state correctional facility, provided the employee has annually notified the department of corrections of the make, model, serial number, and owner identification information of the firearm firearm, and the firearm is secured and stored in a locked metal storage container located in a locked vehicle. the storage container will be secured to the vehicle by a lockable chain or cable or by utilizing hardware provided by the manufacturer.
If an inmate is found to be in possession of any article prohibited by this section, upon conviction, said inmate shall be guilty of a felony and shall be punished by imprisonment for a term of not less than five (5) years nor more than twenty (20) years in the custody of the department of corrections.
if the person found in possession of any item prohibited by this section has committed, prior to committing an offense in violation of this section, two or more felony offenses, and the possession of contraband in violation of this section is within ten (10) years from the completion of the execution of the sentence for any preceding offense, said person, upon conviction, shall be guilty of a felony and punishable by imprisonment under the stodia from the department of corrections for a term of not less than twenty (20) years. the felonies on which it is based must not have arisen from the same transaction, occurrence, or series of closely related events in time and place.
Any person who, without authorization, brings or has in his or her power any jail or state penitentiary institution or other place where prisoners are kept, cigarettes, cigars, snuff, chewing tobacco, or any other form of tobacco product shall, upon conviction, be guilty of a misdemeanor punishable by confinement in jail not to exceed one (1) year, or by a fine not to exceed five hundred dollars ($500.00), or by fine and imprisonment.
Any person who knowingly, willfully and unintentionally authority, introduces or has in his possession in any secure area of a jail or state penitentiary institution or other secure location where inmates are housed any cell phone or electronic device capable of sending or receiving any communication electronic cation shall, upon conviction, be guilty of a felony punishable by imprisonment in the custody of the department of corrections for a term not to exceed two (2) years, or by a fine not to exceed two thousand five hundred dollars ($2,500.00). ), or by fine and imprisonment.
Any electronic communication device that does not have an identifiable owner and is confiscated as a result of a violation of this section may be disposed of or sold by the seizing agency the device.
“electronic communication” means any transfer of signs, signals, writing, images, sounds, data or intelligence of any nature transmitted in whole or in part by a wire, radio, electromagnetic , photoelectronic or photooptical, and includes, among others, the transfer of that communication through the internet.

visitor searches

Searches will be conducted in accordance with tulsa county sheriff’s office policy. refusals to comply with a search warrant will result in termination of the visit and possible removal from the visiting list. searches will include searches of all items brought into the jail; search on entry; the use of x-ray machines to scan properties; and the use of metal detection devices.

Any search of an individual’s personal property will be conducted under the continuing observation of the owner of said property.

At the discretion of the jail administrator, canine drug screening may be used to assist in searches. any attempt to interfere or interact with the canine will be grounds for termination of the visit.
